Winter Certificate of Occupancy Update

The Engineering Department would like to inform the residents about final Engineering inspections/permit close-outs during the winter months. If a property owner is looking to obtain a certificate of occupancy for a new home, home addition, garage, pole barn, etc., and the lot is snow-covered, a final Engineering inspection cannot be properly evaluated. It is recommended that the certificate of occupancy wait until the snow is gone. However, a temporary occupancy certificate could be recommended to the Building Department if requested.

Since the Engineering Department cannot properly evaluate the grading to determine any impacts to the construction or adjoining properties, an escrow warranty in the form of cash or bond can be posted to guarantee all site work will be correctly completed. Once the inspection can be performed in the spring, the escrow can be released and a permanent certificate of occupancy can be recommended.
