Installation Information
As a reminder to our residents, permits ARE required for the direct replacement of furnaces, water heaters, and central air conditioners. If an emergency exists (i.e.,you have no heat or hot water) the replacement can take place prior to obtaining a permit so long as the Building Department is notified by phone prior to work starting. The permit application must be in our office within 72 hours of the phone notification.
We strongly urge all residents to make certain that only State of New Jersey licensed or registered contractors are hired to perform any work requiring a Building Permit.
The State issues a license to plumbers, electricians and Heating Ventilation Air Conditioning & Refrigeration (HVACR) contractors.
All other contractors, regardless of how big or small, must possess a current State issued Home Improvement Contractor Registration in order to work on a residence.

Gas Utilities
Gas utility companies require a “Residential Gas Load Data Inquiry” form, which is available through your gas utility provider, to be completed when adding new loads or making changes to the existing gas load for a single or multi-family home (up to three residential dwelling units). The completed form is then sent, by either you or your contractor, to the gas utility for evaluation.
While this is not required prior to submitting a permit application, it is in your best interest to contact your gas utility company before you purchase your generator.
The reason for this is the gas utility company needs to verify whether the existing gas service and meter are of adequate size for the additional load. This also applies to the installation of an instantaneous (tankless) water heater.
There have been situations where the gas utility company, upon becoming aware of the installation, made a determination that the gas service and meter were undersized and had to be replaced at an additional cost to the owner.
Business Owners
All Business owners in Hillsborough Township who have a “Testable Backflow Device” as described in the 2009 NATIONAL STANDARD PLUMBING CODE must have these devices tested annually. This test must be performed by a certified testing company as per ASSE 5000. The results must be submitted along with a TESTABLE BACKFLOW DEVICE form to the Hillsborough Building department for review. Forms may be picked up at the Construction Office or downloaded here.
